Julie 'Yuli' Smith, LM, CPM, IBCLC, is the founder and principal midwife of Inland Empire Midwifery. Yuli was born and raised in rural San Diego and has lived and worked in the Inland Empire since 2018. Yuli has three children, two of whom were born with midwives at home. Yuli raises her beautiful, blended family with the support of her loving husband, Omar Rivera, in Temecula, California.
Yuli became impassioned to pursue birthwork in 2015. Personally, Yuli's reproductive years have been marked by numerous difficulties ranging from miscarriages to challenging pregnancies to hospital induction and intrapartum complications managed at home. These occurrences have informed Yuli's compassionate approach to midwifery and relating to various client experiences. Yuli has supported hundreds of families through the perinatal period and has attended over 150 births.
Yuli graduated from UCLA with a BA in Anthropology before attending the National College of Midwifery and apprenticing for four years with Alicia Hubbell-Fernandez of La Rosa Midwifery, Inc. Yuli maintains certifications in Neonatal Resuscitation, Adult, Infant, and Child CPR, and as an Internationally Board Certified Lactation Consultant. Yuli is diligently working toward certification as a Journey Practitioner, a critically acclaimed healing and transformational methodology to support individuals in processing their traumatic birth experiences.
Yuli engages in meaningful non-profit work as a Community Partnerships Manager and Clinical Supervisor across various US-based health projects. In this work, Yuli has played a pivotal role in securing over 10 million dollars in grant funds for programs that aim to improve perinatal outcomes. Additionally, Yuli has served their alma mater, the National College of Midwifery, as an Online Learning Coordinator and preceptor for Nizhoni Institute of Midwifery and Midwives College of Utah. Yuli is a founding member of Around-Birth Collective (ABC), an organization dedicated to improving perinatal health outcomes in Inland Empire and Inland North County San Diego by actively increasing diversity in the perinatal workforce, providing community education, creating linkages to critical resources, and advocating for policies that ensure equitable access to quality perinatal care.
Yuli's work has centered on preserving and expanding access to midwifery care, holistic well-person care, disrupting binaries, and queering midwifery. Yuli's communities of focus include People of the Global Majority, Original Stewards of Turtle Island, LGBTQIA2S+ kin, immigrant communities, and survivors of sexual and domestic violence.

Inland Empire Midwifery may contract with or utilize various agents, including fellow Licensed Midwives, administrative staff, and student midwives attending a MEAC accredited school.
